Within globalisation of economy and formation of the world intellectual labour market, the professional mobility of specialists becomes one of the most important issues. The problem of mobility of engineering specialists could be defused by the international certification of engineers.

Certification of specialists is provided by an independent party that verifies knowledge and practice obtained by a specialist for his/her independent work carried out within the scope of professional activity on the basis of special requirements. As a result of certification, a specialist is conferred with a professionally recognised status.

Federation Europeenne d’Associations Nationales d’Ingenieurs (FEANI) is a federation of 27 European Union member states and 80 national engineering associations. Thus, FEANI represents interests of two million engineers in Europe having a consulting status in UNESCO, UNIDO (United Nations Industrial Development Organisation) and Council of Europe.

Granting the designation European Engineer is one of FEANI’s activities. Besides, European engineers are registered by FEANI. The status of European Engineer considerably raises competitiveness of specialists in the national intellectual labour market and internationally. It allows them to take part in important engineering activities as well as to run exclusive projects.

FIACA assists in international certification of the Russian engineering specialists as well as in formation, development and international acknowledgement of the national system of professional certification of specialists in Russia.

The World Federation of Engineering Organisations (WFEO) is a partner of FEANI founded by UNESCO. It is a non- governmental international organisation which unifies national engineering organisations of 80 countries and about 8 million engineers all over the world. The Union of Scientific and Engineering Associations (societies) in Russia represents it in the WFEO.

Russia is a member of the Asia Pacific Economic Cooperation (APEC), the organisation of economic cooperation of Asia and Pacific Region which includes APEC Engineer Register. In cooperation with the Engineers Mobility Forum (EMF), it encourages specialists who have gained the experience in professional engineering activity in APEC member countries to improve their qualifications and competitiveness.
