Quality ManagementOne of the most important components of the international accreditation and certification system is certification of quality management systems for organisations in compliance with the standards set by the International Organisation for Standardisation (ISO). ISO 9001-2000 “General Quality Management and Quality Assurance” is the most internationally renowned and commonly used standard. As it known from experience, after the establishing the quality management system at the enterprise and also its certification in compliance with the ISO 9000, a competitive capacity of goods is being raised on both home and export markets. It is connected with the enhancement of efficiency of customer-oriented plant management. In Russia ISO 9000 became actively employed in the early 1990s due to transition to the market economy and development of competitive environment in Russia. By the year 2004, around 3,000 Russian enterprises and organisations had been granted certificates of compliance to ISO 9000. FIACA provides information, consulting and educational services for industrial enterprises, higher education institutions and research organisations in the area of quality management system and certification. Taking into account the scope of institutional activities, the FIACA makes recommendations on choice of the appropriate certification agency.
Lately, research institutes engaged in the export of educational services, development and delivery of high technology products to the world markets have become greatly interested in formation and certification of quality management systems in compliance with standards of ISO 9000. To ensure the quality of university education, the world market encourages higher education institutions to improve the quality of educational services. At present, over 5,000 educational institutions hold certificates of compliance to ISO 9000 standard requirements. In Russia, over 10 universities were awarded a certificate of compliance to the ISO 9001:2000 standard requirements, including Tomsk Polytechnic University. In Russia, the development of technology and growing demand for high quality education, place great emphasis on quality assurance in The Federal Target Program on Education Development for 2006-2010. The Ministry of Education and Science of the Russian Federation guarantees the compliance of educational programmes with the world trends on the intellectual labour market. Besides, academic mobility and educational services export are regarded as crucial elements in the process of Russia’s entering the world educational community. All-Russian The Best Internal Quality Assurance System Contests organised by the Ministry of Education and Science since 2000 on are focused on TQM principles, EFQM criteria (European Foundation for Quality Management), and ISO standards.
